When we create a new event, it initially loads with two Event Times values (two start/end pairs). Is this default behavior? If not, can the default be adjusted?

This is not the default behavior.
What you are seeing is actually the result of updating WordPress and not updating Event Espresso 3 to a current version from almost 2 years ago. The solution is posted here:
