I checked other tickets about this and EE suggests this is a cache issue. i checked with my host, Siteground, and here is what they said:
It is highly unlikely the issue is caused by the server cache as the duplicate orders are not send at once but one after another.
Still I checked your case further and I see that the server cache is actually disabled which means that our server cache is not interfering with your site functionality. You could verify this as well by going to cPanel -> SuperCacher.
I highly recommend contacting the developers of the software so they could check this further on as the issue is not caused by a server cache at the moment.
Of course if a server fix is required, we would gladly apply it for you if possible.

Hi, if you were using a plugin like Maintenance Mode which sets up a 503 temporarily unavailable, then the payment information would not be able to reach the site. I can’t confirm if this is the same issue but it does seem similar since the site isn’t accessible unless you provide a password.
Does it work if you lift the password sitewide?
