Migration does not start when upgrading to

hi I am trying to upgrade event espresso 3 to EE4 and when I follow the migraiton guide , the migraiton does not start . the Event Espresso plugin is not visable , when i swich back to EE 3 it works fine ?? Any help is appreciated . I have the latest version of EE3 and the latest version of EE4 . the site is https://www.irishpaediatricassociation.ie/ Kind Regards Mark
