The important thing to plan in this case is how you’ll keep the database in sync. This is because your events, registrations, and other event related data is stored in your site’s database. There may be conflicts if you do a straight import of data from the live site if the staging site has any new posts/pages since its initial setup. I’m not sure that using WP All Import would avoid the conflicts.
If you’re only adding a new theme to change the design then you may not need to do any database importing/exporting. In other words, if no new content being added, you will not need to migrate data. Instead, when it’s time to go live, you install then activate the new theme on the live site.
If you’re also looking at making changes to the content of the site, then you could make use of a tool like WP Merge.
