With the Roles & Permissions Pro add on (Roles & Permissions Basic is required as well) you can allow users to have an Event Manager role and they can create events, you can also limit what else they see of the event Espresso options.
and then be able to invite specific members of the site?
I’m not 100% sure what you mean by this, but with an other add on WP User Integration, you can set events to be member only so they have to be registered on the site before they can sign up to an event.
Note: WP User Integration is not a membership plugin, so you would need to resolve the site registrations either using the default WP system or a membership plugin like S2Member.
