Is there a way to mass import attendees via CSV in EE4?

Not currently.
Where did these attendees come from and how are you trying to manage those attendees, are you trying to send them tickets and such?

Attendees are through manual registration, but we want to store them through the website – so importing a list of attendees that are in a CSV file to include in the list of attendees stored in wordpress.
