Manually Register Attendee

I am a developer looking to be able to have members who are part of a certain company be able to register for an event under the company’s time. Essentially this means that I need to be able to register them without charging them. Is there a method that I can use to be able to simply register an attendee for an event without purchasing a ticket?

Alternatively, if there is not a way to manually register for an event, is there a way set up a flag on a ticket to be able to make that ticket only available to certain members?
