Is there a way for an admin to manually add a registration for a user who already has registred for an event in the past? That is, if the registrant can’t go online to register, can the event organizer go into the back office, and register them for the event, and have it be listed as part of the account that they already have with the event organization on the website?

You would need to log into the users account and add a registration whilst logged into their account for it to show within the their registrations.
One way to do this would be to use the User Switching plugin. That allows you (the admin) to ‘switch’ to a user without needing to log into the account, you then place the registration and switch back.
