Hello,
EE3 with Roles-and-Permission Add-on:
1. Has EE3 the possibility to, being a event manager (without being admin), to send a customized email to just the attenders of an own event.
2. Any way to know who has assisted to each of my events?, if I am an event manager, not the admin. Note I would use the mobile app
3. Any way to check the assistance without mobile app but on web interface directly, being again an event manager

Hello,
Yes, a user role of Event Manager can notify attendees for an event using the batch notification feature.
Could you rephrase your second question?
A user role of Event Manager can check in attendees/registrants using the Attendee reports screen. You can place a checkmark next to an attendees name and then click on the Mark as Attended button which appears at the end of the page.
