Logged in Users not seeing ajax items

I’m working on a custom theme and when logged in the spinning gear or the notice about processing the order doesn’t show. No errors are showing in the console and its the same on a bluehost server or localhost MAMP install.

Any help with this is greatly appreciated.

Please ignore. I finally found the issue. Very specific to my theme.
