Is it possible yet to apply taxes based on tables in PayPal Pro?

Apparently with PayPal Standard taxes can be applied in PayPal rather than EE. Is this possible in PayPal Pro?

They’ve not made that possible in PayPal Pro.

So is there any way to seamlessly apply taxes based on the buyer’s province? (By seamless I mean without showing that we are using PayPal).

As far as I know, PayPal standard is the one option that has the feature where it can set a tax amount based on the the billing address.
