If I register for an event and then drop out before payment (so I close Paypal without making a payment, for example), I still show up as registered for the event. It does show up as ‘payment incomplete’, but there are no details… is there any way to have incomplete payments NOT get logged as registered attendees?

The short answer is that no, we currently cant change that system, but it is being looked at for 3.2
