If I try and add multiple email address in the “primary email” separated by commas, EE4 removes the comma and the addresses run together. How can registration notices be send to multiple admins?

That thread is from EE3, in EE4 you need to edit the message templates.
Go to Event Espresso -> Messages -> Default message templates -> Registration Approved -> Event admin
You have a couple of choices now, each of the messages templates has a CC filed, you can add multiple addresses to that field for copies of the email to send to.
Or you can create an email group through your email provider (for example events@domain.com) and set that email in either the messages or the primary contact email, then add the email address of the additional admins to that group.
It depends on which emails you want to go to all admins if the latter is useful.
