How to get "taxable" option to show up

I just created dozens of tickets and to put a tax on it, I selected the “surcharge”. But then I noticed that some of the tickets had a “this ticket is taxable” box, which the other tickets didn’t have. I don’t see any way to make that box appear on those items, and I’m wondering if I have to start over to try to get them to appear since that is preferable over the “surcharge” option.

Do you have any screenshots? Are you using the old or new editor?
