By default the role that has all of the EE capabilities is the Administrator role, assigning a user to this role will grant them full access to EE however it will also give them full access to the rest of your WordPress site.
Are you looking for a user to only have access to EE itself?
The user would need to be assigned to a role that had the specific capabilities for granting access to EE and not other areas of WordPress.
There are tons of capabilities spread throughout Event Espresso which can give you granular control across almost all sections, so it depends on exactly what you want to do. I have created a plugin with a couple of example roles that may help, you can download it here: http://take.ms/p2MU8
Install that like any other plugin and activate it.
When you do 2 additional roles with be created, ‘Event Organizer’ and ‘Events Manager’
They are both based on subscriber roles so have almost no access to WP itself, however the Event Organizer has access to events they created themselves and the ‘Events Manager’ has the same capabilities your admin account does for EE, but again no access to other sections.
So create a new user with the ‘Events Manager’ role and they can access all of EE but no other sections of the site.
