When a user goes to a “View Details” page of an event for which the registration is not yet open, a message as below is shown:
“We are sorry but this event is not yet open for registration.
You will be able to register starting Month Day, Year”
If I want to add another line of text/link to the above, for example, “Notify me when registration starts”, where do I do that. The idea is to give the users an option to request for a notification when registration starts.

Hello CV,
You will need to copy the registration_page_display.php & registration_page.php files from event-espresso/tempaltes to /wp-content/uploads/espresso/templates. Then you will need to add whatever code you are wanting to add somewhere around line 92 of registration_page_display.php.
