Yes that’s possible using another ticket option and setting a minimum capability on the ticket so only logged in user (with that capability) can register onto it.
You can use the EE4 Use Integration Add-on which adds a section to the ticket were you can set the above option:
So if its just any logged in user you want to provide that ticket for you can use the ‘read’ capability.
