Have you tried the price-modifier option in the advanced area of the ticket editor?
It will let you add a percentage based fee or a fixed-price fee:

The problem with this is I also have another payment option. I just want to add a fee for Paypal payments.

Adding a fee for only PayPal payments would involve custom development. Someone in the forums shared some code that will add a fee per transaction (not per ticket), if you have a PHP developer on your team it may be possible to adapt it to add the fee per ticket.
