I exported all of our events prior to upgrading EE to 3.1.36. The export from the old plugin is a .xls file. When I open it in Excel and save to a .csv to import into the upgraded plugin it says that the format is incorrect.

Is it giving you that error in Excel when you save it to .csv, or in EE when you go to upload it?
You might want to check out the sample.csv that is in plugins/event-espresso. I believe we have added a few new columns since 3.1.21, so you may just need to add those new columns to your .xls file.
