Event Times – Sort Order

On the front end the Choose a Time drop down list is opposite of how I want the times listed. In the back end it starts at 10:00 for start 1 and then start 2 is 10:15 and goes in 15 minute increments up till 2:45. In the front the list starts with 2:45.

Can this be reversed?

There’s not a function that does this specific thing, no. You can try reversing the order of the event times in the back end. If that doesn’t work, the function that displays the event times woudl likely need to be modified to display the times in a different order.
