I have listed the correct date and time within the actual event details, but it is displayed as 4 hours early for both the start and end time. This happens on any event I create. I was trying to see if there is a difference in time zone for Event Espresso lists. I have Detroit time (Eastern USA) selected on WordPress, so I do not know why all times are shown incorrectly. For now, I have moved that section down to the bottom of the template.

The event starts at 8 a.m. and ends at 4:30 p.m. (but, it lists 4 a.m. to 12:30 p.m. for some reason. I have deleted site cache and resaved the correct times yet again over in the event tickets and datetimes section (event start and event end), but that has not solved the problem.
Please advise.

What option do you currently have set as the timezone?
You want that option set to a location, not an offset (UTC+5 for example).
Usually when this happens it is caused by either the theme or a plugin incorrectly using date_default_timezone_set() which has unexpected results in WordPress (and therefor EE).
You can rule either of those out by:
1) A theme conflict. You can rule this out by temporarily switching to the default WordPress theme, then test. The Theme Test Drive plugin allows for testing another theme without actually changing your site’s theme.
2) A plugin conflict. You can rule this out by temporarily deactivating any other installed WordPress plugins. Then you reactivate them one by one, while testing the error condition between each reactivation.
