I assume you mean in the admin area to make creating events easier?
If so, no you cannot create templates like that.
You can however use the Duplicate button feature to copy an event and then edit it.
Or in EE3 you can use the Recurring Event Manager to create multiple duplicates of the same event spread out over different times (e.g. every Monday for 2 months)
often we have the same recurring event with different date and time.
for example, we have the same yoga class at mon 9am and tue 4pm, correpondingly, we need to have two recurring events, one for mon 9am and one for tue 4pm. since recurring events can’t be duplicated, we have to manually create each of them.

Hi, the recurring events manager looks for a yes or no on the initial creation of the event. Once it has been saved, then this option isn’t available.
This workflow should speed up the creation of these events.
Create an event with the information that you need:
+ title
+ description
+ ticket
+ venue
Then save as a draft.
When you need to create one of these events, open the event template that is in draft mode in one tab and a new event screen in another tab. Then you’ll be able to copy and paste most of the information, select remaining options, and setup the recurring options before saving.
