If you have the Roles and Permissions add-on active, the the admin user account that entered them into the system is the one that can assign their staff to their events.
So there’s a few options to work around this:
1) Deactivate the Roles and Permissions add-on
-or-
2) User can enter staff for their account
-or-
3) You can change the wp_user id for the staff that are affected in the _events_personnel table to the wp_user ID that is managing the staff/events.
