Lately, many of my events started to show fully booked even if they are not. Here is an example, this event has 8 spots and only 6 approved registrations, but it shows sold out:
It looks from the screenshots like you have an older version of EE 4 activated. Can you update to the current version (4.9.34.p), then after you update go to Event Espresso > Maintenance > Reset, then you click the button that says “Reset Ticket and Datetime Reserved Counts”.
