Event Check-In STATUS not Count

Can someone explain why the Registration export has ‘Check-Ins’ which is a count of the times the check-in status was changed and not the actual Check-in STATUS??? While there may be a reason for a count, our client wants to know for an event roster, who is checked-in and who is not. Now you have to determine it by knowing zero or even numbers are checked in and odd are checked out.
