I updated EE3 to version 3.1.37.9 three weeks ago and since then I’ve been getting reports the [ESPRESSO_CART_LINK] shortcode isn’t working for some users. I notice from the changelog that the shortcode was modified in that update.
Several users have rep that the “Buy Tickets” button (we use an image) doesn’t redirect them to the registration form, and so they cannot purchase tickets. I have one confirmation that it happens in Chrome on Windows 10 and I’m told Windows 10 seems to be a common thread. Cookies, maybe?
I haven’t yet been been able to reproduce the issue myself (I’m trying to locate a PC running Windows 10), but I definitely think there is a problem since I’ve never heard this particular complaint until this update.

There is no reason why the fix in the recent update would cause this, but if you feel strongly otherwise, here’s a link to the diff of that change:
