It’s hard to know whether or not the emails are being sent to the spam folder of these particular users, we always ask them to check it, however, they often don’t respond once we tell them the booking is fine on our end.
You could install a mail loggin plugin such as WP Mail logging to monitor the emails and confirm if EE did actually send them (I’m almost certain you will find it has)
Or switch to a transactional email service and send the email through that, we have some examples here:
It basically means your sending your emails through their servers rather than your hosts. Depending on which provider used you can also view logs of the emails sent.
