Not currently, but we are looking to expand the messaging system to allow a Newsletter style batch email. This should be in EE4.3.0 unless something changes that plan.
No estimate at this time as this is under development. However, I do have a workaround in mind:
Create an email list in MailChimp or another email marketing service (eg. Constant Contact, Mad Mimi) for this event. Then add a signup link in the registration approved message template. This way registrants/attendees can opt-in and you can email them through your email marketing service after the event.
Some of these services also offer a way to schedule the newsletter to go out at a certain time.
