In our current membership program you can set ticket pricing according to the membership Role; member, non-member, guest, board, etc. Their login designates the ticket level and only allows them to select the tickets assigned to their level. So a non-member can not purchase a member ticket.
It also allows us to not show tickets. So our Board of Directors login and have access to their ticket but no one else can see this type of ticket.
Does EE4 have a method to do this? I need an event management program that is flexible and have purchased EE3 found it is not available, unless I have been looking at the wrong forum questions and it is. The board has made it a requirement.
Please let me know if this is available, in EE3 or EE4 or if there is a way to add this function.

I responded to you via email, but wanted to post it here as well.
EE4 will not currently do what you are needing. I recommend trying the s2member add-on that is in the Pre-Release channel. Here is the documentation for it: https://eventespresso.com/wiki/s2member-integration/
