To prevent overselling, EE4 has a mechanism that allows someone who starts a checkout about 1 hour to complete their transaction before it is released and available to someone else. Otherwise, people would check out on top of eachother and the event would start overselling.
If you have Approved registrations that have been Trashed, you’ll likely see that issue.
“Pending Payment” registrations should not impact the quantity sold for more than about an hour after attendees attempt the registration. After an hour, EE4 will release the tickets and the event will be open again. So, the “Pending Payment registrations they trashed were likely within the last hour or so.
