Pre-sale Question: EE4 Everything License

I have EE3 Business License. Recently I upgraded to EE4. Now I want to buy/renew a license so that I can use the EE4 Add-ons. When I try to pay, it tells me that I already have the EE4 Everything license. In the meanwhile, I can’t download the add ons. The Only choice I have is paying over $950 for the license.

I guess this is a mistake. There should be another solution. How can I upgrade to EE4, using the EE4 add ons and drop EE3.
