I’m not sure where you’ve gotten your information from. Here are some links to some documentation that explain how to electronically check people in with EE4:
The barcode on the ticket is unique for each ticket. If someone prints out extra copies of a ticket and attempts to use multiple copies of the same ticket at the event, the ticket scanner application will display a warning when the Continuous Check-in Only scan option is selected.
