I think in order to access Attendee reports you need to be able to also access Events because that all happens on the EE3 Event/Attendee Listings Page.
You’ll find that Event Espresso 4’s built in capability system allows for much finer control over which user account can do what.
You’ll use the Event Manager role instead the Regional Manager role for this. The Regional Manager role is designed to be used to manage the events for their staff of Event Managers.
