We’re testing on WP 3.5.1 and haven’t seen any change from 3.5 that affect Event Espresso. We published a blog post about the compatibility updates that went into 3.1.29 to make Event Espresso ready for WP 3.5 here:

The blog post you mentioned does not (yet) mention compatibility to WP versions younger than 3.5, so 3.5.1 is not covered there.
I was more looking for a general information about EE/WP compatibility as it is the case on most of the WP plugin pages, where there are drop-down lists for the plugin versions. Selecting one specific version shows up to which WP version this plugin is compatible with.
I think this is something which should be offered also on the EE website.
Regarding your query, EE version 3.1.29.1.P was tested with WP as far back as WP 3.4.2, it will probably work on older versions but we cannot guarantee it as we didnt test it.
The idea of which version EE supports which version of WP is a good one, though we try to encourage our users to keep both up to date in order to have all the latest features and of course bug/security fixes.
