When you say it doesn’t download, does it open in the browser or just do nothing at all?
If nothing it usually means the site is set to load over HTTP but redirects everything to HTTPS, which means your starting the download from HTTPS and the site sends back the download over HTTP (which the browser will block).
Go to Dashboard -> Settings -> General.
Are WordPress Address (URL) and Site Address (URL) to use HTTP or HTTPS?
