EE4 didn’t have user import features so I had to downgrade to EE3. But now I’m noticing that EE3 doesn’t create a user account when someone registers for an event (I installed the EE3 Members/User Integration plugin). Am I missing something?

You are correct in that by default EE3 does not create a user on registration, however we do have a few examples of how you can achieve this. Here is one of those:
Thank you! That worked but now it lets you register twice to the same event with the same users email. What’s odd is that the second time the registration is not linked to that user…
Is there a way to have it stop the user and force them to login first (like EE4)?
Hi, there isn’t currently a way to block an attendee/registrant from registering using the same email address.
