PayPal Pro is bundled in EE4 core, so the other PayPal plugin you do have would not affect PayPal Pro.
What may be happening on your site is a missing capability on your user account. You can restore the missing capability by going to your site’s Event Espresso > Maintenance > Reset page, then click the button to Reset Capabilities.
