We want to (temporarily) disable the “Anyone can register” button in WordPress General Settings. As far as I can tell, as long as we are not using the WP User Integration, everyone would still be able to register for events, correct?

Hi there,
That’s correct.
That option has no effect on Event Espresso, the ‘Anyone can register’ option is for users to Register as WP Users on your site, not to register onto your events.
The WP User Integration option has an option for users to register onto your site as WP Users (as well as register onto the event) so with the above option disabled, that option within the WP user add-on is disabled also, but not your event registrations.
