We have face to face events twice a year and have three different types of registrants – paid members who have to log into our site to get a discounted registration fee; sponsors; and non-member registrants. I would like to be sure that the member event/registration is listed first but have not been able to figure out how to make that happen.

Are you referring to the order of events or the order of tickets within an event?
What main page are you referring to?
You can use the event list shortcode with different parameters to display the events in different orders: https://eventespresso.com/wiki/ee4-shortcodes-template-variables/#event-listings
