You should have received an email from your site with the stack trace and full error being thrown when you load that page.
If no you can check your server’s error logs around the same time as loading the general setting page for the error there (your host will usually have a section you can view you site’s PHP errors on).
Set that ‘Country Appears in Dropdown Select Lists’ option to yes for at least one country (the default country that loads is fine) and click save (down at the bottom of the settings).
