Is there a plugin where I can create a customer download page for all attendees where they can download the course handouts?

you can modified ticket notice message / create custom ticket notice message, set to your event (below in your event detail), put your download link in there, so your attendee can download the handout

Hi there,

We don’t have a plugin available for this, may I ask where you are storing the event/course handouts within the site? post meta?

As Robby mentioned above you could add links to one of the message templates, if not using the ticket notice you could use the Registration Approved template.

Another option is to use some custom code to hide the links within say the event description but it depends on how users then access the site.

Are users required to log into the site or would the page be public?
