Create user for each registrant on multiple registration event

Is there a way EE4 can create a WP user for each registered user rather than just the person making the booking?
the wording on the menu “Auto Create users with registrations?” and the wording below the yes / no seems to indicate EE4 creates a WP user for each person registering but in testing this doesn’t appear to be the case.

It can be downloaded and then uploads and activated as a WordPress plugin.
