That is actually a good way to test and you do not need to fill up your live event with test registrations.
Go ahead and create your event with all the information that you need. Then publish it. Afterwards, click the duplicate button from the event editor and then a copy of the event will be created.
You can use that test event for testing (e.g. try a registration in another web browser) and then you can set the event to draft when you are finished. Draft means that it will be available to your team but will not be seen by public visitors (e.g. registrants/attendees for your events).
The next best option is to use the test email option which is available in the top right area of the messages editor under the extra options section. However, using a test event would be better.
