Event organizers often use the “Invoice” payment method for that purpose. You can give instructions in the payment method settings about how they can bring their paperwork and cash to the event.
Thanks Garth, I reviewed the user integration document, but didn’t see anything for “Invoice Payments” unless you are suggesting I just put text about this process in the description.
I was hoping it could run through the EE system so we can get a count if someone is coming.

Actually what I tried was creating a pricing called “Pay at the Door” for $0. It works fine but displays “Pay at the Door $0.00”. Does this seem ok from an EE perspective and can I remove the $0.00 somehow?
What Garth was referring to was taking one of the “offline” payment gateways such as Invoice or Cheque and modify their settings so they are labelled as Pay at the Door, e.g. http://take.ms/GGyzl
This means that you can keep the ticket price as the normal price, and it also allows users to come back and change their mind and pay up front without the risk that they pay and get the ticket marked as complete in the system.
