Cannot redeclare class EE_Data_Migration_Class_Base

I am installing EE4 on a new machine and I get the follow while activating a plugin:
Fatal error: Cannot redeclare class EE_Data_Migration_Class_Base in /usr/home/www/ticket4_us/public_html/wp-content/plugins/event-espresso-core-reg/core/EE_Data_Migration_Script_Base.core.php on line 578

Hi Tom,

Is this a brand new install of Event Espresso or an update?

Are you using FTP or the built in plugin manager?

Do you know which version of PHP you are running on the server?

New install on new machine

I use Dreamweaver to upload files.

Can you remove the current version of EE that you have installed.

Download the latest version from your account page and upload the zip file from within:

Dashboard -> Plugins -> Add New -> Upload Plugin.

Usually when we see a ‘Cannot redeclare class’ error it is because something has gone wrong with the FTP upload and there are now 2 separate files trying to declare a class (which throws the error)
