Can you pre-register users?

Hello support,

I was wondering if you can use pre-registration within event espresso? With this example I hope it is clear what I want. I would like users to be able to register by leaving their name, surname and email. Then, once I have approved their registration, I would like them to be able to provide the rest of the information, such as telephone number, with how many people they are coming, etc… and then they can pay.

Is this possible with Event Espresso? I know that you can have users register, but can you also have them pre-register.
