My client wants to have a membership side of their website that creates a place for their users to maintain their personal calendars of what events they’re interested in. They want to allow the site users to “schedule” themselves for events. They don’t want a registration process. They just want the site to send an email to remind the site user of the events.

Not in the way requested.
The admin would need to create the events and the users would need to register onto those events to show interest. The admin can then manually trigger emails to send as reminders as we currently do not have automatic reminders available.
The events can be sent to use a default registration stats of ‘Not approved’ so that when a User register onto an event they enter their details but no payment will be requested until the Admin changes their registration status (which also triggers an email notification).
