Hi,
That forum thread discusses modifying an existing role.
To create a new role or modify an existing role you would need to use a plugin designed to modify roles and capabilities, such as (but not limited to) https://wordpress.org/plugins/user-role-editor/
Please note that changing these is considered advanced and should not be done lightly, make sure you backup your site prior to making any changes.
Also test what the edited role can access as you don’t want to give them more than they need.
