Is the following possible with Event Espresso?

This system must allow the users to book a guided tour.
The tour will be confirmed only if tour reaches a minimum number of visitors.

1) From back end the admin will decide on which dates the tour will be available.
2) The system will add these dates on the drop down menu in the form
3) The form will be structured as following:
a. Introduction text
b. NAME
c. SURNAME
d. EMAIL
e. PHONE
f. NUMBER OF PARTICIPANTS
g. PREFERRED DATE [this will be a drop down menu, showing the following 3 dates available for the tour. The system must recognize the next dates available and add them automatically to the drop down]
h. BOOK YOUR TOUR [Confirmation button]
4) Thank you page
5) The admin will receive an email notification of the request
6) The system will count number of participants at each request received
7) 1 week before the scheduled tour, the system will send to the admin a recap email with the list of all participants and details. The admin must be able from the email to confirm the visit or cancel it.
8) It the visit is confirmed, a confirmation email will be sent to all participants of that visit
9) If the visit is cancelled, a cancellation email will be sent by the system to all participants of that visit.
10) In the cancellation email the system must write the following available date [dynamic field]. Users must be able to accept or refuse the participation to the following visit.
11) If they accept the following date, the system will automatically add them to the list of participants of the following tour
12) The day before the visit the admin will receive the list of all participants
