EE4 should be compatible with the majority of themes that follow the WP Standards, it will generally not be compatible with page builders but even then it all depends on what you want to change.

The ‘best’ theme is subjective and depends highly on what you want that theme to do and how you want it to look meaning we usually don’t recommend specific themes as each user wants something different.
